News of the week 

On the fulfilment of obligations to foreign creditors.

The Decree of the President of the Russian Federation on the fulfilment of obligations to certain foreign creditors has been adjusted.

Permits for the fulfilment of obligations in relation to credit institutions and non-credit financial institutions are issued by the Central Bank without compliance with the decree. It is indicated that in relation to other debtors, permits are issued by the Government Commission for Control over Foreign Investments. Previously it was the Ministry of Finance.

Similar amendments have been made to the decrees on the execution of financial obligations in the sphere of corporate relations and on temporary economic measures related to the circulation of securities.

The regulation regarding the fulfilment of obligations under Eurobonds has also been clarified.
