News of the week Draft Decision of the Government of the Russian Federation (draft ID 02/07/07-24/00148791, prepared by the Ministry of Natural Resources on July 3, 2024) It is planned to introduce new rules for collecting environmental charges for the period from January 1, 2025 to January 1, 2031. They will apply to manufacturers and importers (as they are now), as well as waste collectors. The rules also establish the procedure for offsetting and returning overpaid or overcharged amounts of environmental fees. The new rules apply to goods, packaging, waste from the use of which are subject to disposal and which were produced in the territory of the Russian Federation or imported into the territory of the Russian Federation from January 1, 2024 to December 31, 2024 and from January 1, 2025 to December 31, 2031. At the same time, Decision of the Government of the Russian Federation No. 1073 of October 8, 2015 will apply to goods and packaging, the initial sale of which was carried out from January 1, 2022 to December 31, 2023 on the territory of the Russian Federation. A rule is being introduced according to which, when importing goods, including goods in packaging, from countries that are not members of the EAEU, the importer of goods pays an environmental fee before the day of their clearance for domestic consumption by the customs authority or submits a notification of the intention to independently dispose of waste to the Unified Federal State Information System for Waste Record-Keeping-from the Product Usage. If the importer of goods who submitted the notification has not fulfilled the obligation to ensure independent disposal or has not fulfilled it in full, he/she shall pay the environmental fee by 15 April of the year following the reporting period. !
